Two bulbs plugged in, one just stopped working, can't get it to reconnect (it resets just fine)

I have reset it multiple times. Each time is gets identified by the app, but then hangs at 25% and I get the red x. The other bulb is still working fine.

My router is ASUS RT-N66U. I do not see the second bulb in the client list. What’s next for troubleshooting this?

EDIT: Solved. Logged out of ios app, reset bulb, logged back into app, added device. Success.
