Setup Wifi connection for bulb/ceiling light without MI account access

I installed hew lights and bulbs. I use local control to control everything. But before i can use it, i need to configure each to light to connect to my wifi. But unfortunatelly APP won’t connect due to MI account issues like these http://en.miui.com/thread-2752312-1-1.html

What is alternative way to do initial wifi setup for new ceiling lights and bulbs?

i see it’s possible to connect to AP created by light in factory settings. However it doesn’t have DHCP etc.
I believe there is way how to setup the light over this as probably this is the way, how official app is doing it.
